they are seated in the back, while passengers under 17 must buckle up wherever
they sit. Fines may reach $25-$50, but if the passenger who is not buckled is
under the age of 17, that fine may reach up to $200. For everyone’s sake, rear
seat or not, just buckle up.</div>

taller than 3 1/2 feet are not required to be in child safety seats, but are
still required to be buckled up in safety belts. Find out the height/weight of
your child, and use that as a base when looking for a child safety seat. Fines
may range from $100 - $200, not including other fees.</div>

Knowing how to deal with such a situation beforehand can help you survive. Of course, the first step in this process is to watch both your speed and the road ahead. Losing control of one's vehicle usually means that the driver is driving too fast for conditions and not paying attention to the road ahead. Prevention is the best defense against a crash of this type. However, should you find yourself driving into a body of water and your <a href="http://alerts.nationalsafetycommission.com/2010/03/arrive-alive-how-to-get-out-of.php">vehicle is submerged</a>, here are the things you should know and do.</p>
<p>
If your vehicle is thrown into the water:</p>
<ul>
<li> Stay CALM. Focusing on the situation is a necessary part of surviving a water crash. </li>
<li> Unlock doors, roll down all windows and open any doors before you submerge. As the vehicle descends the option to open the door is unavailable.</li>
<li> Turn your headlights on to help you see in the water and rescuers to locate the vehicle.</li>
</ul>
<p>
In most water crashes, a vehicle will float for a period of 3 or 4 minutes before the weight of the engine pulls the vehicle under. This precious time may allow you to unbuckle your seat belt, roll down your window and get out.
Escaping through the trunk is another option. Make sure your vehicle has access from the back seat and you know the location of the trunk release.
</p>
<p>
If the vehicle is immediately pulled under water, you will need to wait until the water level inside the vehicle completely fills the vehicle. This will equalize the pressure and you will be able to open the door.
</p>
<p>
Many experts recommend that if you cannot immediately get out of the vehicle before it sinks; keep your seatbelt in the locked position.</p>
<ul>
<li> Break the driver or passenger's side windows. Apply force to the corner of the glass not the center.</li>
</ul>
<p>
The front and rear windshields are made of tempered glass and are very difficult to break. Have something in your vehicle that can break the window, an escape hammer or pointed tool available in the car. A spring-loaded center punch tool works above and below water. Whichever you decide, it must be attached securely to the dashboard or driver's side door where you can easily reach it. </p>
<p>
After the window is broken the water will rush in. Keeping your seatbelt in the locked position will protect from the rush of water pushing against you and trapping you underneath the dashboard. </p>
<ul>
<li> Remove any heavy clothing or shoes. </li>
<li> Unlock your seatbelt and that of any others.</li>
<li> Take a deep breath and get yourself and any others out of the vehicle. </li>
<li> Avoid kicking your feet and injuring others.</li>
<li> Swim up to the surface in the direction of your air bubbles. </li>
</ul>

Many teens are so excited to get their <b>driver's licenses</b> that much of the training they received prior to licensure is quickly forgotten. But it's important for new drivers to follow the fundamental rules of the road, and adapting speed to conditions is one rule that's frequently broken.<br />
<br />
Driving too fast for conditions is considered <b>speeding</b> and can result in a <a href="http://www.onlinetxdefensivedrivingcourse.com/texas/traffic-ticket.html">traffic ticket</a>. But that's not the only reason to slow down - driving too fast for conditions is a contributing cause of many motor vehicle crashes. Motor vehicle crashes are the leading cause of death for 15- to 20-year-olds <i>(based on 2005 figures, which are the latest mortality data currently available from the National Center for Health Statistics)</i>. <br />
<br />
A 2009 analysis of speeding-related crashes by the <b>National Highway Traffic Safety Administration (NHTSA)</b> shows that following the speed limit is not enough to prevent a crash when conditions warrant a reduction in speed. The study showed that in speeding-related crashes that caused one or more injuries, 26% of the crashes were contributed to be exceeding the posted speed limit, while 74% were due to driving too fast for conditions. In property-damage-only crashes where speed was a contributing factor, 18% of the crashes were due to exceeding the posted speed limit and 82% of the crashes were contributed to by driving too fast for conditions. Drivers should reduce their speed:<br />
<ul><li> immediately when it begins to rain </li>
<li> when roads are slippery due to snow or ice</li>
<li> in foggy or smoky conditions</li>
<li> before a curve</li>
<li> in construction zones</li>
<li> around school zones and playgrounds </li>
<li> at night</li>

It's also important to monitor your speed carefully on rural roadways with higher <b>speed limits</b>. <br />

The one part of our first <a href="http://www.lowestpricetrafficschool.com/driver-education/">driving test</a> we all dreaded most was the <b>parallel parking</b> portion and even drivers with years of experience still have a problem with it. It really isn’t all that difficult; all it takes is a little practice.<br />
<br />
Parallel parking is a situation that is full of potential for collisions, both major and minor. The first step to avoid a collision is to let other drivers know your intentions. When approaching a parking spot, check your rear view mirrors for traffic behind. Drivers behind probably aren't expecting you to slow and stop. Stopping quickly without warning is an invitation to a rear end collision. If a car behind is following too closely, look for another parking spot. Warn drivers behind you by lightly tapping your brakes two or three times. Turn on your right turn signal and slow down gently.<br />
<br />
Once you have warned other drivers, slowed to a stop, and determined that the parking space is large enough for your car, follow these steps to park:<br />
<ul><li> Pull up within two to three feet next to the car in the space ahead. Your rear bumper should be even with the rear bumper of the other car. </li>
<li> Shift into reverse, turn your steering wheel sharply to the right and slowly start to back up.</li>
<li> Start straightening the wheel when your passenger seat is even with the rear bumper of the other car.</li>
<li> Continue backing and turn your wheel sharply to the left once the front of your car has cleared the car ahead.</li>
<li> Once you feel you are parallel with the curb, turn your wheel sharply to the right to straighten the wheels.</li>
<li> Stop your car before you hit the car behind.</li>
<li> Shift into drive and straighten up your car in the space. You should be no more than <i>12 to 18 inches</i> away from the curb.</li>
</ul><br />
If you live in a location where you have to parallel park a lot, you may want to consider getting a backup warning sensor as an option on your next car purchase. Just remember that they can be unreliable sometimes and don't rely on them too heavily. Backup video cameras are also available at around $100 at some of the major big box stores.<br />

Blind spots are a big problem for drivers and forgetting to check them as you change lanes can have disastrous consequences. You can never totally eliminate your blind spots but, by adjusting your mirrors properly, you can reduce them to a very small level. Following this procedure may seem a little strange at first but, as you get used to it, you will find that you have virtually eliminated your blind spots. <br />

<blockquote><i>(Note: If you don't have electric mirrors that you can adjust from within the car, you will need a friend to help you adjust your outside mirrors.)</i></blockquote><br />
To adjust your mirrors, follow these steps: <br />
<br />
<b>Center Mirror</b> - Sit upright in the center of the driver's seat and adjust your center mirror so that it gives you the widest possible view of the road behind.<br />
<br />
<b>Left side mirror</b> – From your center position in the driver’s seat, lean to the left until your head is touching the window; now adjust your left side mirror outward until you just barely see the rear of your car in the far right side of the mirror.<br />
<br />
<b>Right side mirror</b> – From your center position in the driver's seat now lean your head approximately the same distance that you did when you adjusted your left mirror. From this position, adjust your right outside mirror outward until you can just barely see the rear of the car in the far left side of the mirror.<br />
<br />
Adjusting your mirrors so far outward may seem strange and will take some getting used to but you will find that, as a car to your rear moves to change lanes and come alongside you, you will see half of the car in both mirrors. Once that vehicle moves to your left or your right, you will see it in your side mirror until it appears in your peripheral <i>(side)</i> vision. <br />
<br />
This procedure won't completely eliminate your blind spot and it may have the benefit of getting you to check your blind spot more frequently as you become used to positioning the mirrors this way.<br />

This attitude can result in instances of road rage and car crashes. The truth is, on America's roads, no one has the right-of-way.<br />

It can be a hard concept to understand, especially since, when we were learning the <b>rules of the road</b> to get our <a href="http://www.officialdmv.com/drivers-license.html">driver's license</a>, we had to learn who had the right-of-way in certain circumstances. Actually, state laws do not give any driver the right-of-way nor do police try to determine who had the right-of-way. The laws only state who should have given up the right-of-way to another driver.<br />
<br />
No driver can take the right-of-way; they can only give up the right-of-way to another driver. When entering the interstate from an on-ramp, we were all taught that traffic on the main thoroughfare has the right-of-way. At a four-way stop, we all learned that the driver who arrived first has the right-of-way. What that actually means is that we should give the right-of-way to the traffic on the interstate or to the driver who arrived first at the intersection. The driver on the interstate can't <i>"take the right-of-way"</i> if the driver on the on-ramp doesn't want to give it to him. The driver at the four-way stop can't claim the right-of-way if the other driver tries to take it first.<br />
<br />
Every state has a law that says a driver has the responsibility to do everything possible to avoid a collision. If a collision results because a driver insists on taking what they believe to be their legal right-of-way, in spite of the fact that the other driver is also trying to claim it, both drivers will be held equally responsible. Doing everything possible to avoid a collision means that the responsible driver will give up the right-of-way to another driver who insists on taking it. <br />
<br />
Recognizing that the traffic on the interstate or the driver who arrived first at the stop sign has the right-of-way and giving it to them is the key to being a safe driver. Another key to safe driving is watching for <b>aggressive drivers</b> and staying out of their way; even if that means you have to delay your trip for a moment or so. <br />
<br />
A driver who has to give up the right-of-way to an inconsiderate aggressive driver has every reason to be upset and angry but at least they won't have to deal with a car crash. However, there are some laws that can’t be broken, no matter how hard one tries, and these are the laws that a lot of drivers tend to forget about or ignore. These unbreakable laws are, of course, the laws of physics; specifically, Newton's laws of motion. These laws play an important part in our driving experience and, when people forget about them, the results can be tragic.<br />
<br />
<i>How do these laws impact our driving?</i> Newton's first law of motion says "An object in motion stays in motion with the same speed and in the same direction unless acted upon by an unbalanced force." What that means is that, when a car hits a solid object such as a tree or another car and comes to a sudden halt, the occupants inside the car will keep traveling at whatever speed the car was traveling until they come in contact with the steering wheel, dash, or crash through the windshield. This law can't be broken but it can be overcome - <b>by the simple use of a <a href="http://alerts.nationalsafetycommission.com/2009/04/wear-your-seat-belt-always.php">seat belt</a></b>.<br />
<br />
There are actually three separate crashes in a <b><a href="http://alerts.nationalsafetycommission.com/2009/08/drivers-dont-see-speeding-as-safety.php">vehicle collision</a></b>; all obeying Newton's laws of motion:<br />
<br />
1. <b>When the car strikes another object</b> – The faster the car was traveling at the point of impact, the greater the collision forces.<br />
2. <b>When the unbelted bodies inside the car fly forward </b>– The unbelted bodies inside the car will fly forward and, once they strike a solid object, will rebound or bounce off in another direction resulting in more than one impact point until all the energy is expended.<br />
3. <b>When the brain and the internal organs fly forward and strike the skull or rib cage</b> – This final crash is where brain concussions and internal injuries occur. <br />
<br />
The <b>seatbelt is the primary lifesaving device</b> in a motor vehicle but lots of people have excuses for not wearing seat belts:<br />
<br />
<ul><li> <i>"They're uncomfortable."</i> – So is flying through the windshield! </li>
<li> <i>"I'd rather be thrown clear in a crash."</i> – This means you are flying out the window onto the concrete at 30 - 40 - 50 mph. No matter how bad the crash, you are always safer restrained within your vehicle.</li>
<li> <i>"I'm afraid of being trapped by the seatbelt."</i> – This event is incredibly rare. The seatbelt latch mechanism is so simple that it is almost impossible for it to fail.</li>
<li> <i><a href="http://alerts.nationalsafetycommission.com/2011/10/airbag-information-you-need-to-know.html">"I don't need it because I have airbags."</a></i> – Airbags are considered to be a secondary or supplemental restraint system <i>(that "SRS" you see on your steering wheel)</i> and they depend on the occupant being restrained by the <b>seat belt</b> to work properly. Also, airbags only deploy in a head-on collision so they won't deploy in every crash. </li>
<li> <i>"I can just brace myself."</i> – Imagine a 150 lb man trying to stick out his arms to stop himself as he flies into a brick wall at 40 mph. His arms will just snap as they hit. The collision forces are tremendous. In fact, in just a 25 mph crash, an unbelted 100 lb girl will hit the dashboard with a force of 2,090 lbs.</li>
</ul>Actually there is no good excuse for not wearing a seat belt. The <b>National Highway Traffic Safety Administration (NHTSA)</b> estimates that, in 2009, 12, 713 lives were saved by seat belts. An additional 3,688 lives could have been saved had the occupants been wearing seat belts. Seat belts won't always save you from injury or death (some crashes are just too horrendous) but they will increase your chances of <a href="http://safety.onlinetexasdefensivedrivingcourse.com/2011/10/vehicle-safety-tips-minimize-crash.html">surviving a collision</a> by up to 55%.<br />
<br />
The good news is that, according to NHTSA, seat belt use has increased up to 85%. The greater use of seatbelts is one of the primary reasons credited for the steady decline of traffic deaths on America's roads over the past several years. Here are some tips both for parents and children to make their trip back to school a safe one:<br />

They have introduced a new legislation called the <b>Safe Drivers Act of 2011 </b>that would have the Transportation Department introduce a nationwide standard to prohibit drivers from using their mobile devices while driving. <br />

"Driving while making a phone call, texting or using apps can be dangerous as driving drunk, and much more common," says Rep. Carolyn McCarthy, D-N.Y. <br />
<br />
The legislation only covers hand-held phones in its definition of what is prohibited. Other devices such as voice-operated, vehicle-integrated, or hands-free devices that allow the use of the device with minimal button-pressing are still allowed.<br />
<br />
States that do not comply with the new standard within two years would be penalized by having 25 percent of their federal highway funding withheld.<br />
<br />
Other than prohibiting drivers from operating their mobile devices, the legislation also requires the Transportation Department to conduct a study on distracted driving. In particular, they would want the department to focus on <i>“cognitive distraction”,</i> which involves finding out if hands-free devices still pose as yet another distraction for drivers.<br />
<br />
Tom Craddick, the author of House Bill 242, has also stated that though he is disappointed that the bill didn't pass, he understands that for major house bills, there is often a need for time before they become law.<br />
<br />
Other Texas officials aren't deterred as well, with Arlington Mayor Robert Cluck eyeing to turn texting-while-driving into a <b>Class C misdemeanor</b>. A Class C misdemeanor usually carries a <i>hefty fine of $500</i>. <br />

This campaign is aimed specifically for both bikers and motorists. For cyclists, it teaches them that they should treat their bicycles like any motorized vehicle, obeying the same laws, sharing the same rights. For motorists, this effort is to enlighten them that bicycles should be treated just the same as other vehicles, and that they deserve to share the road.<br />
<br />
<b>BikeTexas</b> is a nonprofit organization that aims to advance bicycle access, safety and education in Texas. Since their formation in 1991, they have united the voices of bicycle enthusiasts, bicycle makers and Texas bicycle clubs.<br />
<br />
Share the Road is an educational campaign, so they have tapped multiple venues in order to spread their message. Among them are festivals, rodeos, the papers, public service announcements, bumper stickers and special license plates.<br />
<br />
Some of the bumper stickers read: <i>"Give Bikes the Right,"</i> while one of the most effective and influential campaign they have is the <a href="http://www.biketexas.org/news/member-news/163-share-the-road-yall">"Share the Road Y'all"</a> specialty license plates. These plates have reportedly brought in an estimated $40,000 for bicycle education in one year alone, while also receiving almost $400,000 in federal grants. The point of which, of course, is, letting motorists know the importance of sharing the road with cyclists.<br />

Memorial Day weekend is coming, meaning thousands of motorists are going to be hitting the road, to get together with family and friends. As sure as fun to be had during this weekend, there will also be a lot of drivers on the road.<br />

No matter what way you decide to spend Memorial Day weekend, be it at home or away, here are some common things to watch out for:<br />

<b>Crowds</b> – You may not be leaving for someplace else during the weekends, but drivers visiting some family where you live may still come to where you live. You may also be spending time away, but the thing is, there will be people everywhere. Be alert when it comes to driving, and be on the lookout for pedestrians, especially small children who may dart into the street or near your vehicle. The fact is, during prom season, some parents choose to <i>"look the other way,"</i> or say things such as <i>"they'll only be kids once."</i> It may be so, but the truth is that underage drinking is very dangerous. Many teens will be driving that night, which makes the combination of alcohol and lack of long-term defensive driving experience even more dangerous and may create consequences that turn a fun, memorable night a tragic one.<br />

Most state organizations already have <a href="http://teens.lowestpricetrafficschool.com/2011/04/different-prom-safety-campaigns_01.html">prom safety campaigns</a> that are focused on the prom. But these are only programs; it is still always up to the teens to make the right decisions for themselves in each situation.<br />

Here are some ideas for pre-prom plans for preventing alcohol:<br />
<ul><li> <b>Create an itinerary for the night</b> – Chances are, teens will make plans with their friends for activities after the prom. Should there be any changes to the itinerary; make sure that parents are informed. </li>
<li> <b>Get parents involved </b>– Parents should always be involved in the planning of activities. If the teen is bringing a car, it is a good idea to have a special prom-only addendum in the parent-teen driving contract, outlining the expectations. It also helps to set up contingency plans for the night and plan for ways to get out of bad situations. Parents should look out for texts from teens, should they need to be picked up.</li>
<li> <b>Be prepared to say no</b> – There's no harm in hanging out with friends, sure, but if possible, choose parties that parents approve of. If offered a drink, be prepared to say no. "It won't hurt," they’ll say, and it won't hurt to pass either, regardless of peer pressure.</li>
</ul>Remember that the use of alcohol by teens increase the risk of activities that may result in serious long-term consequences, including:<br />
<ul><li> Use of other drugs <i>(alcohol is a gateway drug because its use compromises judgment and reduces inhibitions)</i>.</li>
<li> Driving under the influence.</li>
<li> Alcohol poisoning from binge drinking <i>(teens often binge drink to relax and may participate in drinking games that result in ingestion of large quantities of alcohol in a short period of time)</i>.</li>
<li> Increased sexual activity and multiple sexual partners due to lowered inhibitions, which increases the risk of pregnancy and/or sexually transmitted diseases.</li>
<li> Exacerbation of underlying, perhaps undiagnosed, mental illness.</li>
<li> Violence and rape (whether the victim is under the influence or not.</li>
<li> Suicide.</li>

It also encourages Texans to put down their cell phone while driving.<br />

<a href="http://teens.lowestpricetrafficschool.com/2010/10/what-is-being-done-to-stop-distracted.html">Distracted driving</a> proves to be a common, dangerous and completely avoidable. Data from the National Highway Traffic Safety Administration (NHTSA) shows the proportion of fatalities involving distracted driving has increased from 10 percent in 2005 to 16 percent in 2009. In fact, 20 percent of injury crashes nationally in 2009 involved some form of distracted driving.<br />
<br />
In Texas, the numbers are even higher: every 1 in 4 crashes involves driver distraction as the primary reason, according to the TxDOT. In 2009 alone, over 100,000 vehicles were involved in crashes where distraction was cited. Drivers involved were found to be engaged in other activities, such as conversing on the phone, eating, smoking, fiddling with the dashboard, reaching for something, or taking care of a pet.<br />
<br />
According to the NHTSA, at any point during the daylight hours, over 800,000 vehicles in the USA are being driven by someone using a hand-held phone.<br />
<br />
The message, as implied by the campaign’s name is simple enough: talk, text, crash. <br />
<br />
"Drivers simply do not realize the dangers that are posed when they take their eyes and minds off the road and their hands off the wheel and focus on activities other than driving.," said Carol T. Rawson, P.E., TxDOT's Traffic Operations Division Director. The <a href="http://www.txdot.gov/safety/distracted.htm">"TalkTextCrash" campaign</a> reminds Texans of the possible consequences associated with distracted driving. Eliminating distractions and putting away their cell phones will save their life. <br />
<br />
The campaign launch may have coincided with Distracted Driving Awareness Month, but they plan to run it through the year. TxDOT simply asks drivers to put away their phones until they reach their destination. Although cell phone use is the big target, eliminating other in-vehicle distractions is also heavily encouraged. <br />
<br />
The awareness campaign currently running has spots in print, the radio and on the internet. TxDOT will also be conducting a four-market tour to spread the word about distracted driving. This was done before the week-long break to emphasize the <a href="http://www.safedriver.com/dangers-distracted-driving-course.php">dangers of distracted driving</a> or drunk driving to students.<br />

Conducted by the CTC Substance Abuse Resource Center, they put the UNITE Aware DUI Simulator to good use. The simulator, allows for students to maneuver a vehicle in a virtual space while emulating the effects of <b>driving under the influence</b>, or driving distracted. Students controlled the vehicle via gas pedals and the wheel. <br />
<br />
Most students who tried the simulator ended up getting "tickets" for various driving mistakes, which in real life would translate to dangerous driving situations.<br />
<br />
Students were asked to sign a pledge to not text and drive, and they were also given blue thumb rings with “NO TXTING” printed on them, to hopefully carry the message with them.<br />
<br />
During the 9 AM to 3 PM activity, the CTC Substance Abuse Resource Center reports that the turnout for this year surpassed the numbers last year. <b>DUI</b><br />

In Texas, the DUI law applies only to minors under the age of 21. Texas, like every other state has a Zero Tolerance Law that prohibits anyone under the age of 21 from consuming alcohol. These Zero Tolerance Laws apply not only to teen drivers but in non-driving situations as well. Where Texas differs from most other states is in the legal measurement of the amount of alcohol consumed. Most states require that the police measure a Blood Alcohol Content (BAC) of .02 to charge a minor with a violation of the law. The Texas law however, calls for charging a minor with violation of the law for "any detectible amount" of alcohol; a very low standard. <br />

A minor charged under this law will have their driver's license automatically suspended for a period of:<br />

<b>DWI</b><br />

The Texas DWI law is in line with the DUI laws of most other states but it applies only to adults over the age of 21. The legal limit where a driver is presumed too drunk to drive is .08 BAC. Remember though, that a driver doesn't have to register a .08 BAC to be arrested for DUI. If, in the opinion of the arresting officer, the driver is acting in a way that shows he or she is incapable of safely operating a motor vehicle due to any amount of alcohol or drug consumption, that driver can still be arrested under the DWI law.<br />

The El Paso Police Department now continues to offer a free <b>motorcycle safety course</b> for drivers who want to get the most out of operating motorcycles. This is an action to counter the number of accidents involving them. Here are some motorcycle statistics for all of Texas:<br />

<ul><li> More then 95 percent of all motorcycle crashes result in injury to the rider --- 45 percent of these injuries are life-threatening. </li>
<li> 3/4 of all motorcycle crashes involve a collision with another vehicle.</li>
<li> There's almost no reaction time given to the rider in a motorcycle crash. The moments go by way too quick.</li>
<li> Half of motorcycle crashes involve alcohol.</li>
<li> 90 percent of motorcyclists injured have no formal rider training.</li>

Back in May 2009, TxDOT rolled out the <a href="http://safety.lowestpricedefensivedrivingtexas.com/2010/10/driver-fatality-rates-at-record-low.html">Click it or Ticket it</a> pilot program for the campaign in counties such as Bexar, Dallas, Hidalgo and Tarrant. According to TxDOT and NHTSA findings, teen drivers were 4.5 percent more frequently buckled up than their peers in 5 control counties.<br />

An overall of 9.1 percent increase in <a href="http://www.safedriver.com/teen-drivers/worst-teen-driving-mistakes.php" alt="teen drivers" title="teen drivers">teen drivers</a> using seatbelts is very good. So good, in fact, that TxDOT is now expanding their campaign statewide. During the tour, TxDOT rolls out a mangled truck --- a horrible visual reminder of an accident, of which the two teen drivers involved manage to walk away from because they were wearing seatbelts.<br />

"This is a very graphic and visual display of a terrible wreck – it's hard to imagine that the two teens actually walked away from it. Both of them credit seat belts as the only reason they're alive today," said Carol T. Rawson, P.E., Deputy Traffic Operations Division Director for TxDOT.<br />
<br />
High schools who participate will receive materials like parking lot banners, window decals, lawn signs and posters to display around campus that points students to www.seatbeltsrock.com, an interactive site that shares similar stories, quizzes and other fun activities that promote seatbelt use. Students who visit the site also get a chance to win one of four iPads, donated by Nationwide Insurance. Students also get coupons for Whataburger for free and discounted meals.<br />

When you feel like this, you probably avoid engaging in any challenging or complex activities, choosing to focus on normal routine tasks. <br /><br /><span style="font-weight:bold;">How much of an issue is sleep depravation?</span> The National Institute on Health estimates that in United States approximately 70 million people have a sleep problem and of those 40-50 million suffer from a chronic sleep disorder. In addition, stress, anxiety and depression cause intermittent sleep-related problem for 20-30 million people. For teens and college students, the need for consistent sleep as their bodies change increases to 8.5-9.5 hours of sleep per night. Add the increase in the physical need of sleep with the increase of class workload, after-school activities and busy social lives and the risk of sleep depravation for these two groups increase. The <span style="font-weight:bold;">National Highway Traffic Safety Administration</span> (NHTSA) attributes drowsy driving as the cause of more than 100,000 crashes a year, resulting in 40,000 injuries and 1,550 deaths. NHSTA cautions that the figures are most likely much greater due to being under reported and not including incidents caused by driver inattention.<br /><br /><br /><span style="font-weight:bold;">How does not getting enough sleep affect a routine task like driving?</span> Too many times we take driving for granted as a auto pilot event. But driving is never really a routine activity. Each time we start the ignition, we are going to encounter a different set of circumstances behind the wheel than we did the day before based on how we feel physically, mentally and emotionally, the weather, the conditions of the roadway and vehicle, the other drivers traveling, pedestrians we may encounter and distractions that may be present. Sometimes these changes are subtle and at times more apparent. Driving is a complex task that requires constant focus and attention to changing stimuli.<br /><br /><span style="font-weight:bold;">When you are physically or mentally tired how does it impact your ability to drive safely?</span> A drowsy driver can:<br /><ul><br /><li> Be slower to recognize and respond to situations.</li><br /><li> Have difficulty in processing information and noticing subtle changes.</li> <br /><li> Experience less than a second sleep episode called micro-sleeps without noticing.</li><br /><li> Become more agitated and moody in their driving behavior.</li><br /><li> Experience impaired judgment and vision. </li><br /></ul><br /><br />Some drivers drift in their lanes, miss an exit they planned to take, drive significantly slower than the speed limit, brake suddenly or fail to slow down in advance for stop signs and signals. <br /><br /><br /><span style="font-weight:bold;">Who is at the greatest risk while driving?</span> According to the National Sleep Foundation the following groups are especially at risk:<br /><ul><br /><li> <span style="font-weight:bold;">Young drivers</span> – Combining inexperience with sleepiness and a tendency to drive at night puts young <a href="http://teens.lowestpricetrafficschool.com/2009/10/teens-and-drowsy-driving.php">teen drivers</a> at risk, especially males aged 16-25 years.</li><br /><li> <span style="font-weight:bold;">Shift workers and people working long hours</span> – People who work night shifts, rotating shifts, double shifts or work more than one job have a six-fold increase in drowsy driving crashes.</li><br /><li> <span style="font-weight:bold;">Commercial drivers </span>– Those who drive a high number of miles and drive at night are at significantly higher risk for fall-asleep crashes. Commercial drivers have also been found to be at a high risk for sleep disorders.</li><br /><li> <span style="font-weight:bold;">People with untreated sleep disorders such as obstructive sleep apnea (OSA)</span> –People with untreated OSA are up to seven times more likely to have a drowsy driving crash. For some people insomnia can increase fatigue.</li><br /><li> <span style="font-weight:bold;">Business travelers </span>– Frequent travelers who may be suffering from jet lag and crossing time zones, spending long hours behind the wheel or getting too little sleep.</li><br /></ul><br />Sleep is important for normal functioning. However, in El Paso, Texas, they are pushing forward the creation of a new law that may change that. The new law, which is the <span style="font-weight:bold;">DWAI (Driving While Ability Impaired)</span> law, lowers the drinking limit from .08 to between .05 and .07. <br /><br />What does this all mean? It means a driver could potentially be arrested after a glass of wine or a bottle (or less) of beer if they choose to drive. Depending on a driver’s physical condition and over all general health, most drivers don’t be exhibit any outward signs of being ability-impaired at .05 BAC., according to the Progressive Effects of Alcohol by VirginiaTech1 . However, studies show that driver may have a harder time of focusing and concentrating, whether the driver is aware of the alcohol effects or not. <br /><br /><span style="font-weight:bold;">The Good:</span><br /><ul><br /><li> There could be less DWI/drunk-driving-related crashes on Texas roads.</li> <br /><li> There would be more reason to have a designated-driver or the use of taxi's and other safe ride resources planned for when going out.</li><br /><li> Texas authorities are continually finding ways to stop drunk-driving. Drunk driving is 100 percent preventable including programs like the <a href="http://safety.onlinetexasdefensivedrivingcourse.com/2010/11/texas-know-when-to-pass-campaign.html">"Know When to Pass"</a> campaign</li><br /><li> It would raise awareness to the importance of substance free driving and help to reduce the number of fatalities caused by driving under the influence.</li><br /></ul><br /><span style="font-weight:bold;">The Bad:</span><br /><ul><br /><li> It could potentially hurt the bar industry in Texas. Less people would be out at clubs for fear of getting a DWAI charge.</li><br /><li> Motorists may not realize that they are driving-ability-impaired at .05 BAC.</li><br /></ul><br /><span style="font-weight:bold;">The Ugly:</span><br /><ul><br /><li> A LOT of people will get charged with DWAI and the result could crowd the jails and court systems.</li><br /><li> There's still no clear definition of what the punishment is for a DWAI. Will it be the same as a DWI, or will it be less, since, technically the BAC isn’t a DWI yet?</li><br /></ul><br />According to the same article, the Texas Senate is currently discussing the proposed law and if it pushes through, it could possibly pass by January.<br /><br />Keep in mind that alcohol affects people differently. If you are coming down with an illness, haven't eaten, or are dehydrated, the way it makes you feel may change or compound the alcohol effects.
